This is not a new feature.
The displacement with the up-down-left-right arrow is possible for a long time.
The value of the displacement is the value of the grid of attraction.
So perhaps that your value was zero or very small.

The videos are made on the simulator on my Mac. So I use the mouse which is more accurate than the fingers.
