It is probably because the dimensions of your drawing are a little larger than the printer page. The easiest way to choose a dimension of drawing is to enter the number of pages that you want rather than the dimension of the drawing. I don't understand the first question.
For the second, yes you can set a white background to the texts of the dimensions.
Preferences of Dimensions -> "Line and text attributes" -> switch "Back" on and white color selected.
