That is possible, switch off "Turn texts" in the Dimensions prefs.

Bonjour Mike,

I don't understand the first question.

For the second, yes you can set a white background to the texts of the dimensions.
Preferences of Dimensions -> "Line and text attributes" -> switch "Back" on and white color selected.
