Dimensions
Is it possible to have the arrows out or arrows in? Also can the dimension (number) be moved above or below the arrow line? It appears as if I can only have the dimension above the arrow line.

All is possible but not automatically.
To have arrows out, you can define arrows with angle > 90°.
Dimensions are only groups of objects, so if you ungroup them you can place each object where you want.

I am still unable to define the angle of the arrow. I went to "preferences" then to "setting of arrows" I selected the arrow that I wished to use and changed A= to a variety of degrees then selected done but he new number that I entered does not seem to remain, it always reverts back to the preset angle. Where am I making my error?

I think that you use iPocket Draw on an iPad.
The edited value is not readed when you tap on Done, you must dismiss the keyboard before.
I will fix that in the next version.

Eric,
I found that ungrouping the items in the dimension then replacing the arrows with lines worked well. When I drew the new line I adjusted the object attributes by selecting the line width and turning the arrows on. This was a quick way to create arrows with lines out.
