I am wondering what the difference between opening up a new page or a new workbook is?

Bonjour Kevin,
You choose workbook when you want draw like on a notebook with several "sheets of paper" of the same size.
And like a true notebook, you can see only one sheet at the same time.
You can number the sheets automaticaly.
Each sheet = one layer
Typically, this feature is used to draw several detailled views and to print them on A4 or letter, but you can also use the "normal" drawing mode.
It is as you prefer.
