Cut Lines with Lines...

Cut Lines With Lines...
How does this tool work? I THINK it's what I need...
I draw a horizontal rectangle, and convert to lines. I draw a vertical line through it. I would like to change the line segments to one side of my vertical, to dashed lines. It seems to me that the Cut Lines With Lines should cut the horizontal lines of my rectangle, making them two segments, so that I could convert them to dashed lines. But either I am (once again) doing something wrong, or I misunderstand the concept of the tool.
EDIT: OK, I found the instructions, and I see that it is NOT what I thought it was. Is there a tool to do what I've described? That is, show part of my rectangle as "hidden?"
